Bringing your pet to the Philippines

From 1 January 2027: a rabies vaccine, a rabies antibody test (≥ 0.5 IU/ml), Form 1 endorsed by USDA, a BAI import clearance (SPSIC) and a USDA-endorsed health certificate. Pet at least 18 weeks old when you apply.

Time you needDepends on permit processing — start as early as you can
Easy to get wrong on this route
  • Travelling in 2027 without a rabies antibody test — every SPSIC application needs one from 1 January.
  • Applying for the SPSIC too late — it takes up to 11 days and is valid for 60.
  • A health certificate that lists different animals than the import permit.

Step by step

  1. First
    Microchip + rabies vaccine
Given by a licensed vet with your pet at least 12 weeks old; it must stay valid until you arrive.
  2. 30+ days after a first vaccine
    Rabies antibody test (from 2027)
Result ≥ 0.5 IU/ml at a lab on CDC’s list. Blood at least 30 days after a first vaccine (any time with a valid vaccine). Low result: revaccinate and retest after 14 days.
  3. Before travel (up to 11 days to process)
Form 1 + BAI import clearance (SPSIC)
Form 1 (vaccination, antibody test, parasite treatment, microchip) endorsed by USDA, then apply online. Pet at least 18 weeks old when you apply. The SPSIC is valid for 60 days and one shipment.
  4. Before departure
    USDA-endorsed health certificate
On arrival show it with the SPSIC and the antibody test result, and pay the fees in cash in pesos.

Watch out

  • Travelling before 1 January 2027? The current rules apply: no antibody test, pet at least 4 months old when you apply, up to 3 animals a year.
  • Pregnant pets can’t be imported; a mother can travel 18 weeks after giving birth.
  • Staying a year or more? The Philippines requires a local rabies booster after one year, then yearly.
